would it be possible to include the area behind the cafe in the overall concept? Or should you really only refer to the area of 1200 square meters?
Is it possible to provide a quick brief/ summary of local land rights, do's and don'ts for the area?
Do we have to maintain the road access to the beach?
Dear M Martin, You have to be specific on the questions with respect to local land rights. I'll answer the same in your questions I see further.
A: When you are building within the plot - road access stays. The adjoining compound wall can be brought down.
A: The cafe is supposed to be street facing with views to the beach. Hence, no desire to connect to the water front. Doing that means, we are going beyond the site constraints - and that is dangerous!
A: Only small vehicles like cars/pickup trucks can pass through the site. The pedestrian and other movement is visible on the brown tracks passing through the gates to the beach. You can see this in map images.
A: I dont understand the question. Do you mean to say you want to cover/stop the access to these via the open area? I dont think that is possible. The cafe has limited frontage on the site.
This has thrown me as well. US - FAR and Internation I am not sure if it operates the same or if Bali has adopted some of the fundamentals from ULI. (Uli.org).
I think this goes back to my above questions on land rights, local government policies, etc.

A: The site ground coverage is 25% meaning - the building foot print (plinth area) is around 300 sqm. - With max height of 10meters, we can roughly build 900sqm of covered floorspace on the plot across 3 levels (Even 3.5 or 4 but with reduced headroom/compromises at certain locations). Please note canopies, awnings, open landscapes, open to sky terraces, temporary structures are not included in these calculations. Also its maximum floorspace that COULD be built, not necessary this has to consumed to the fullest.
That means how much maximum covered floorspace participants can build in the design problem. Here it indicates that 0.75 times of site area is permitted to be built as covered floor space.
So calculation would be: 1200sqm x 0.75 = 900sqm.
Please note canopies, awnings, open landscapes, open to sky terraces, temporary structures are not included in these calculations.

If this is a "beach themed cafe"; it makes more sense that the connectivity to the beach would be of utmost importance in order to bring it all together.
Please explain- if we are able to increase the connectivity to the waterfront, along the beach, etc.
A: Martin, I understand the motivation and constructive intent behind the question. The proposition is debatable reason being - It is a beach themed cafe - And not necessarily requires to be on the beach. As discussed in the site description, synthesizing views on upper levels is where I think both these visions meet - and that is enough success to look at. Apart from this, changing sites and other set parameters puts other participants to severe disadvantage and hence no matter what suggestions are we stick to the initial offering to keep the ground fair.

Is the max hgt. fix, or is it possible to hava a lower foodprint that we can make the building higher than 10 Meters if we don't reach the maximum of 900 square meters in total?
Hey Andreas, Footprint remains the same. For the competition it is not mandatory to meet the 900sqm limit - It is the maximum one can go. Not necessarily you have to meet it. Please base this on your design.

No no. Height remains the same. :)
You can add some light steel frame structures to increase floor height on rooftops in addition to the rooftop slab - other than that the height remains the same to keep the ground even for all participants.

That area is beyond the scope to be fair. Please restrain the intervention to the site boundaries only.

With the site being close to the street, based off of your response; is there no desire to connect to the waterfront?

I have to agree with the comment below from Andreas Weber. Project brief gives a max .75% FAR with 25% coverage...
