Hello Paulina, 1. The height of the building is considered from every point on site where you choose to propose the structures. The total height of the built structure on the highest contour and the total structure height from the lowest contour should be 12 meters respectively. (The goal is to limit the structure to a total of 12 metres in height, irrespective of site levels.) 2. This is an idea competition so no such construction law is applicable. Services or other design elements can be given by thumb rules by the designer.
