Regenerative housing concept for Kerala

One could either try and turn local population into extreme survivalists a-la ones from post-apocalyptic movies or find a way to create some sort of a community, that in its development would be informed by external shocks and possibly even could benefit from them, thus becoming truly antifragile. We would very much prefer the second!
