Biju Janata Dal Party Headquarters: Studio Lotus’ Vision for Inclusive Political Architecture in Bhubaneswar

Located in Bhubaneswar, India, the Biju Janata Dal Party Headquarters stands as a testament to inclusive design, regional heritage, and sustainable architecture. Designed by Studio Lotus in 2023, this 122,546 m² political headquarters reflects Odisha’s cultural richness while promoting transparency and community engagement in political spaces.

Embracing Inclusivity Through Architectural Design

For over two decades, the Biju Janata Dal has been a dominant political force in Odisha, advocating for inclusive development and citizen-centric governance. Studio Lotus’ design embodies these principles by emphasizing accessibility, openness, and cultural rootedness. Initially envisioned as a five-story complex, the design was thoughtfully reduced to three stories, creating a strong visual and functional connection with the street and local community.

The headquarters campus features an elevated ground plane, forming a welcoming plinth for public functions, community events, and civic interaction. This elevated design encourages passersby to engage directly with the building, blurring the boundaries between public and private spaces.

Public Spaces and Collaborative Work Environments

The ground level hosts an array of public amenities, including a cafeteria, library, and a 360° audio-visual gallery. Moving upward, the offices are raised above the ground plane, featuring open-plan layouts to enhance collaboration among staff.

• First Floor: Workspaces, meeting rooms, and cabins for upper management.
• Second Floor: Reserved for party leadership, including private cabins, resting areas, and video conferencing rooms.

Ribbon windows along the facade highlight the building’s horizontal massing while offering panoramic views of the surrounding verdant landscape, reinforcing a sense of openness and connection to nature.

Celebrating Odisha’s Heritage Through Facade Artistry

The headquarters’ facade, developed with Siddhartha Das Studio, pays homage to Odisha’s agricultural and cultural traditions. Local artisans hand-chiseled laterite reliefs depicting:

• Farming practices
• Traditional handloom weaving patterns, including ikat and Sambalpur
• Iconic regional temples

This blend of indigenous craftsmanship with contemporary design elements underlines the party’s rooted yet ambitious vision. Interior features such as Dhokra-inspired metalwork and sculpted khondalite benches further showcase vernacular skills while generating local employment opportunities.

Sustainability and Climate-Responsive Design

Sustainability is central to the headquarters’ design. Key features include:

• Window-to-wall ratio of 60:40 to reduce artificial lighting dependence
• Deep overhangs and internal courtyards to optimize shade, natural ventilation, and indoor thermal comfort
• Native landscaping to enhance biodiversity and regulate the microclimate
• Laterite and terracotta-tiled facade for natural insulation
• Rainwater harvesting, groundwater recharge, and solar energy provisions
