There is a project here and is well presented, we can understand its siting, materiality etc. It appears that the art garden is a path you can encounter at all times, with the school below, a fine starting point. This said it appears you are favoring vertical wall surfaces for depicting "conventional" art. I would ask you to question this, in favor of more urban modes such as grafitti/murals, digital screens, projections. And, sculpture/sculptural spaces. ( Examples by Noguchi, Van Eyck, Baragan's highway project might be productive to look at). The current solid railings are either too opaque or under developed, prevent the view to the vertical blades created.
