The Chelsea Shell reimagines the Chelsea neighborhood in NY as a hydro-powered flood control system in response to future rising sea levels. While primarily of industrial use, the Chelsea Shell embeds itself within the community by preserving Chelsea's identity as an art district through its cultural center and gallery avenue.
