Trofa is Portugal's youngest municipality, established in 1998, and for a quarter century it operated without a proper civic headquarters. The city council bounced between scattered, inadequate spaces while the derelict grain processing plant of Indústria Alimentar Trofense sat empty on an elongated plot beside a closed railway line, its walls still blackened by decades of coal smoke. When NOARQ won the competition in 2016, the task was clear but formidable: transform this industrial carcass into a building that could represent an entire city.

Completed in 2023, the Trofa Town Hall is not a gentle restoration. It is a forceful act of architectural synthesis, reducing the building to five narrow, juxtaposed volumes clad in solid black brick that lock together around the preserved warehouse at the center. The result triples the original brief area to 6,700 square meters and rises to just over 17 meters. What makes this project genuinely compelling is its radical material economy: no cladding, no accessories, only what the structure demands. Concrete is exposed inside for thermal mass and aging character. Lime mortar and traditional paints handle the restoration. The building is its own finish, and it looks the part.

Five Boxes Along the Tracks

The building reads from the street as a family of dark brick volumes, austere and confident, their horizontal window slots the only concession to lightness. NOARQ organized the program into five parallel boxes arranged along the site's long axis, which runs parallel to the abandoned rail line. The central warehouse, with its three timber floors preserved intact, anchors the composition. New volumes flank it on both sides, and the roof extends south to close the gap. A flagpole-lined plaza stretches along the front, giving the institution a civic face that the municipality never had.

The black brick is not cladding. It is the wall. This distinction matters because it signals the project's commitment to constructive honesty, a principle NOARQ applies with near-dogmatic consistency. Alongside the brick, the material palette maxes out at three or four elements: concrete, timber, glass, and stone. The slim-framed window systems by OTIIMA practically vanish, letting the solid mass dominate. The effect, especially at dusk when the horizontal openings glow, is monumental without being bombastic.

The Industrial Core, Preserved

At the heart of the plan sits the original warehouse, its white-painted timber roof trusses and arched windows now serving a meeting room that could double as a small assembly hall. This is the most emotionally loaded space in the building, the moment where the grain factory's past is legible and present. NOARQ restored the structure using lime mortar and traditional paints, then let it stand in contrast to the board-formed concrete that surrounds it. The juxtaposition between the delicate timber trusses and the raw new walls is deliberate and effective.

The existing grey plaster facade survives in places, visible where a new dark brick volume frames it like a picture. This kind of careful editing, knowing what to keep, what to cut, and what to add, separates a thoughtful adaptive reuse from a cosmetic one. The old building is not a museum piece; it is a structural and spatial participant in the new whole.

Concrete Interiors and Zenithal Light

The interior volumes are defined by board-formed concrete walls that rise through triple-height lobbies and multi-story atria. Light enters from above through clerestory windows and circular skylights, sculpting the concrete surfaces and creating conditions that shift through the day. The main entrance lobby is the tallest of these voids, with suspended timber-lined balconies stepping back from the edge and a reception desk in light oak anchoring the ground plane.

NOARQ clearly drew on the tradition of civic buildings that use vertical voids to express democratic openness, and the debt to Alvar Aalto's 1949 Säynätsalo Town Hall is acknowledged in the project's DNA. But where Aalto worked in red brick and copper, NOARQ works in black brick and bare concrete, producing a cooler, more austere register that suits the post-industrial context. The multi-level atrium, with its reading tables at ground level and glass balustrades above, functions as both a public room and a working office building, which is precisely the dual identity a town hall should hold.

Staircases as Civic Sculpture

The staircases deserve their own mention because NOARQ treats them as the building's primary sculptural events. A pair of symmetrical white marble stairs rises beneath a timber-slatted ceiling and clerestory light, framing the ascent as a ceremonial act. Elsewhere, a concrete stair spirals upward toward a circular skylight, its walls left raw. A third, clad in timber, threads through a concrete shaft lit by a triangular skylight and punctuated by a decorative brass panel. Each stair has its own character, its own material logic, its own relationship to light.

These are not just circulation elements. In a building that serves 40,000 residents, the act of moving between floors is the most common physical experience of the architecture. NOARQ understands this and invests accordingly. The marble stairs recall Portuguese civic tradition; the timber stair nods to the preserved warehouse; the concrete stair belongs entirely to the new intervention. Together they map the building's identity.

The Auditorium and Civic Program

Tucked within the composition is a curving auditorium with board-formed concrete walls and rows of timber seating beneath a vaulted ceiling. The formwork pattern becomes the finish, consistent with the project's zero-cladding philosophy. The auditorium gives Trofa something it lacked: a dedicated civic gathering space within its own government building. A grand piano visible through glass doors at the lobby level suggests the room pulls double duty for cultural events, not just council meetings.

A basement level, excavated beneath the existing footprint, accommodates parking, technical services, and storage, keeping the ground plane free for public interaction. Terraces open from the upper floors, and seating areas with floor-to-ceiling glazing face the entrance plaza. The building's adaptability is a stated design principle: spaces are sized and arranged to absorb changing municipal needs over time, a pragmatic consideration that public projects too often ignore.

Corridors and the Long Section

The first of the five volumes serves as a primary circulation spine, a long corridor running the building's full length. Board-formed concrete walls line both sides, lit by a continuous linear ceiling fixture that reinforces the perspective. This is not a glamorous space, but it is an honest one: the corridor reveals the building's true geometry, its narrow, elongated DNA inherited from the industrial plot that runs parallel to the old tracks.

The double-height lobbies that punctuate this spine create breathing room, moments where the compressed horizontal movement opens into vertical space. A polished floor reflects diffuse daylight from above. Figures moving through these voids appear small against the concrete walls, which is the correct scale for a building that represents a collective institution rather than individual ambition.

Site and Urban Catalyst

Trofa sits about 20 kilometers north of Porto, in a zone where the city loses density and the urban fabric becomes discontinuous. The town hall occupies a site south of the center, steps from the historic chapel and park of Nossa Senhora das Dores. The surrounding area is heterogeneous and low-density, a condition the project explicitly aims to address. The building's terraced public plaza, young trees, and flagpole-lined frontage create a civic anchor in a neighborhood that had none.

The ambition here extends beyond architecture. The revitalization of this grain factory is intended as a catalyst for broader urban regeneration, transforming a brownfield into a destination. Whether that catalytic effect materializes depends on forces well beyond NOARQ's control, but the building holds up its end of the bargain. It is visible, legible, and generous with its public space.

The drawings tell the story of a project that evolved through intense study. The aerial site plan reveals the building's ogive-shaped northern terminus, a subtle geometric gesture that is invisible from the ground. Floor plans confirm the linear arrangement of five parallel volumes with courtyard voids, central halls, and stair cores stitching the levels together. Cross sections expose the staggered floor plates and the preserved timber structure of the original warehouse, with its three wooden floors still intact within the new concrete framework.

The hand sketches are worth lingering over. They show NOARQ working through the massing in isometric and perspective, testing arched arcades, cantilevered volumes, and stair configurations before settling on the final composition. The watercolor elevation study in pink reveals a more playful sensibility than the finished building suggests. Detail drawings of the window systems and facade assemblies confirm the precision required to achieve the building's apparently simple surfaces. When a building claims to use only what is necessary, the drawings are where you verify the claim.

Why This Project Matters

The Trofa Town Hall matters because it proves that adaptive reuse at the municipal scale can be both economically disciplined and architecturally ambitious. NOARQ did not sentimentalize the industrial ruin or bury it under polite additions. They absorbed it into a new composition that is frank about its materials, rigorous in its spatial logic, and generous in its public offering. The building's zero-cladding, maximum-four-materials philosophy is not an aesthetic pose; it is a fiscal and environmental strategy for a small municipality that cannot afford the maintenance costs of decorative excess.

More broadly, the project addresses a gap that many young or small municipalities face: the absence of a physical civic identity. For 25 years, Trofa's government was essentially homeless. Now it occupies a building that connects its industrial past to its administrative present, anchored on the very site where grain was once processed and trains once ran. The black brick boxes along the abandoned tracks are not nostalgic. They are forward-looking, built to age well, adapt to changing programs, and stand as proof that even modest cities deserve serious architecture.
