Verdict: The project uses vertical containers for facade level treatment of the stairwell and hence not disqualified. The rule implied specifically dwelling units required laying horizontally. The six vertical containers even if removed from the design (used aesthetic purposes only) and it will still function - which is why this entry is still eligible.
