Reimagining Public Space Through Urban Park Revitalization
Oak Grove Park in Klaipėda, Lithuania stands as a compelling example of successful urban park revitalization. Redesigned by PUPA / Life Over Space in 2021, this 86,000 m² landscape architecture project has transformed a neglected green space at the heart of a 1970s modernist housing neighborhood into a vibrant, inclusive, and multi-generational public realm.


The park's revival exemplifies how thoughtful interventions in public spaces can spark regeneration in aging urban districts. Located in the Rumpiškės area, the park had long suffered from deterioration due to decades of underinvestment. With much of the surrounding housing privately owned, the city's focus turned to what it could influence most effectively: the shared outdoor spaces that tie the community together.


Designing for Active and Passive Leisure
The revitalized design of Oak Grove Park reflects a sensitive response to the varied needs of Klaipėda’s diverse residents. The architects divided the park into two zones: one for active leisure and another for peaceful relaxation. Sports courts, fitness stations, and playgrounds create a dynamic environment for children, teens, and adults on one side, while the other is characterized by sun-dappled seating islands, native birdlife around the pond, and a tranquil garden atmosphere.


The layout enhances both physical health and mental well-being by encouraging a balance between energetic activity and calm retreat. At the core of the plan is a looping pathway that serves as the park’s connective tissue. This continuous trail, perfect for walking, cycling, or rollerblading, gracefully weaves between mature oak trees and apartment blocks, linking the various recreational and resting zones into a cohesive landscape experience.


Community Participation and Inclusive Design
Public participation was central to the park’s transformation. Beginning in 2015, the urban planning vision by PUPA / Life Over Space was guided by community input through workshops, presentations, and interactive discussions. Residents’ feedback helped shape design decisions, ensuring that the final outcome truly reflected the neighborhood’s desires and daily realities.



The result is a space that feels owned and embraced by the community. Elderly residents and single-person households—two of the most prominent demographic groups in the area—were specifically considered in the layout. Seating options, shaded areas, and smooth, accessible paths cater to a range of physical abilities and preferences. The revitalized park is now not only a place to exercise but a daily destination for social interaction and relaxation.



A Model for Urban Renewal Across Europe
Oak Grove Park exemplifies how revitalizing urban parks can lead to broader neighborhood renewal. In Lithuania, where large-scale housing estates are common and often aging, such interventions present a scalable and impactful strategy for improving urban life.
