Designing Social Infrastructure for India's Industrial Landscapes
Industrial towns have historically been planned as landscapes of production, where urban development is driven primarily by efficiency, functional segregation, and industrial output. While these planning principles have successfully supported economic growth, they have often overlooked the social and civic dimensions of everyday life. Residential neighbourhoods, industrial estates, commercial areas, and institutional zones are frequently separated into isolated precincts connected only through transport infrastructure. As a result, public spaces become residual rather than intentional, streets prioritise movement over interaction, and opportunities for informal social engagement remain scarce. For workers and their families, everyday life is reduced to repetitive routines between home and workplace, with limited access to spaces that encourage recreation, cultural exchange, learning, or community participation. Over time, this fragmented urban structure weakens neighbourhood identity, erodes collective memory, and diminishes the sense of belonging that is fundamental to healthy urban living.
The dissertation addresses this condition through the lens of Jharsuguda, Odisha, a rapidly expanding industrial town whose growth has been fuelled by coal mining, thermal power generation, aluminium production, steel industries, and logistics infrastructure. Despite its economic significance, Jharsuguda reflects many of the spatial characteristics common to Indian industrial settlements. Industrial campuses, worker housing, transport corridors, and commercial districts function largely as disconnected urban islands, while the town lacks a coherent network of accessible and engaging public spaces. Existing open areas remain underutilised, fragmented, or disconnected from daily movement patterns, limiting opportunities for civic interaction and shared community life. However, these very conditions also present significant opportunities for intervention. The town's vacant parcels, fragmented green spaces, transport nodes, and residential neighbourhoods provide a foundation upon which a new civic network can be established without disrupting the existing industrial framework.
Responding to this context, the dissertation proposes Civic Hearth, a design framework that reimagines public infrastructure as the social foundation of industrial towns. Instead of treating public spaces as isolated amenities, the proposal envisions an interconnected system of sociopetal environments that encourage interaction, inclusivity, and everyday participation. Drawing from the principles of sociopetality and placemaking, Civic Hearth seeks to transform fragmented urban landscapes into networks of active civic spaces where work, leisure, culture, learning, and recreation coexist. The project shifts the focus of industrial urbanism from solely supporting production to equally supporting people, recognising that long-term urban resilience depends not only on economic performance but also on the quality of social life.
To achieve this, the design adopts a three-tiered strategy, operating simultaneously at the urban, neighbourhood, and architectural scales. Rather than proposing a singular landmark building, Civic Hearth establishes a scalable and replicable framework in which interventions at each level reinforce one another, creating an integrated network of public life throughout the town.
At the urban scale, the proposal introduces Sociopetal Corridors and Civic Nodes that reconnect fragmented parts of the town through continuous pedestrian-oriented infrastructure. Shaded walkways, cycling routes, green corridors, transit plazas, and activated streets create an accessible public realm that links residential neighbourhoods, industrial workplaces, markets, educational institutions, and transport hubs. Vacant plots, road intersections, and underutilised open spaces are transformed into civic nodes containing seating areas, public art, flexible gathering spaces, landscape interventions, and community plazas. These interventions prioritise walkability, environmental comfort, and spontaneous interaction, allowing movement through the town to become a social experience rather than merely a functional necessity.
At the neighbourhood scale, Civic Hearth proposes Adaptive Public Precincts that function as the everyday social centres of residential communities. These precincts consolidate multiple civic programmes within flexible public environments capable of serving a wide demographic. The programme includes community classrooms, multipurpose halls, neighbourhood libraries, maker spaces, workshop rooms, children's play courts, women's courtyards, elderly recreation loops, storytelling pavilions, family cafés, and local market plazas. Rather than assigning fixed uses, these spaces are intentionally designed to accommodate changing activities throughout the day, ensuring continuous occupation and encouraging interaction among different user groups. Morning markets, afternoon educational sessions, evening community gatherings, and seasonal festivals collectively contribute to an active and resilient neighbourhood environment.
At the building scale, the architectural language prioritises permeability, comfort, and human interaction. Buildings are organised around shaded courtyards, semi-open verandahs, interactive thresholds, and interconnected outdoor rooms that dissolve the boundaries between architecture and landscape. Active frontages and gradual transitions between public and semi-public spaces encourage informal encounters while maintaining accessibility and inclusivity. Passive environmental strategies—including cross ventilation, deep roof overhangs, native vegetation, rainwater-sensitive landscapes, and shaded circulation systems—enhance climatic performance while improving user comfort. Rather than functioning as isolated civic buildings, these architectural interventions become extensions of the public realm, accommodating education, recreation, entrepreneurship, cultural activities, and informal gathering within adaptable spatial settings.
A defining characteristic of the proposal is its emphasis on temporal flexibility. Public spaces are designed to accommodate multiple uses across different times of the day and throughout the year. Market plazas become performance spaces after business hours, workshop rooms transition between vocational training centres and exhibition venues, and community courtyards host festivals, public meetings, and recreational activities. This adaptability ensures that civic infrastructure remains active, relevant, and responsive to changing community needs instead of becoming underutilised over time.
Materiality and landscape play a central role in reinforcing the project's human-centred approach. The design incorporates locally available materials, climate-responsive construction techniques, generous tree cover, shaded public seating, permeable surfaces, and integrated water-sensitive landscapes to create environments that are environmentally resilient while maintaining a warm and inviting civic character. Architecture, landscape, and public space operate as a unified system that encourages people not simply to pass through, but to pause, interact, and build relationships.
Ultimately, Civic Hearth demonstrates that the regeneration of industrial towns does not require complete redevelopment, but rather the strategic introduction of civic infrastructure capable of reconnecting fragmented communities. By embedding sociopetal principles across multiple spatial scales, the proposal offers a replicable model for transforming industrial settlements into places where economic productivity and social wellbeing coexist. The project repositions architecture as an instrument of social repair, proving that the future of industrial urbanism lies not only in creating efficient places to work, but also in designing meaningful places to gather, participate, and belong.
