Tag-it Central: Sustainable Urban Design Reimagining Berlin’s Graffiti Culture

Berlin has always carried colour as part of its cultural identity. From the historic marks of the Berlin Wall to today’s street art, tags, murals and sprayed surfaces, graffiti has become inseparable from the city’s visual language. Tag-it Central, a project by Benjamin Babilis from De Montfort University, Leicester School of Architecture, responds to this condition with a sharp architectural question: What if Berlin could clean itself physically, socially and environmentally while still protecting the creative energy that graffiti represents?
Shortlisted in Commercial '20, the project proposes a hybrid architectural system where graffiti is not simply removed, punished or ignored. Instead, it is redirected into a productive urban process. Through sustainable urban design, Tag-it Central transforms the act of tagging into a cycle of collection, production, education, exhibition, commerce and community living.


A Sustainable Urban Design Strategy for Berlin
The strength of Tag-it Central lies in its ability to read graffiti as both a problem and a resource. The project does not erase the culture of street art. It gives it structure, visibility and purpose.
Positioned within Berlin’s urban fabric, the proposal operates as a civic and commercial centre that collects the residue of urban graffiti and turns it into new creative material. The architectural concept includes graffiti studios, public exhibition zones, temporary accommodation, educational spaces, performance areas, art sales, community spaces and environmental systems that support a more sustainable urban lifestyle.
This makes the project a strong example of sustainable urban design, because it does not treat sustainability as only a technical checklist. It expands sustainability into culture, behaviour, economy, material reuse and public participation. The building becomes an active urban mechanism rather than a passive container.
From Urban Damage to Urban Production
Graffiti is usually framed through the language of damage, fines, cleaning costs and visual disorder. Tag-it Central shifts that narrative. It asks whether the same energy that produces graffiti can be used to build community, support artists and clean the city.
The project boards describe Berlin’s graffiti culture through data, mapping and spatial analysis. The city is shown as a dense field of marks, offences, cleaning operations and creative activity. Instead of seeing these layers as separate issues, the design connects them into one architectural proposition.
The process begins with the collection and recycling of demolition debris and urban waste. It continues through the production of sustainable ink, the training of artists, the controlled creation of graffiti, the installation of work, public appreciation, graffiti art sales, community living and finally reintegration into urban life.
This circular logic is central to the project. Graffiti is no longer an endpoint of urban neglect. It becomes the beginning of a new commercial and cultural ecosystem.
The Air-Ink Concept and Environmental Repair
A key part of the project is the idea of AIR-INK, a sustainable ink production system that symbolically and materially connects pollution, graffiti and urban repair. The proposal imagines a place where the negative by-products of the city can be converted into creative resources.
This design move is important because it links graffiti to a wider environmental agenda. The building does not only provide walls for art. It uses the culture of graffiti as an entry point into discussions about air quality, waste, pollution and responsible production.
By placing AIR-INK production inside the architectural programme, Tag-it Central turns the building into a learning device. Visitors, artists and residents can understand how urban pollution may be transformed into artistic material. The city’s environmental problems become visible, legible and reusable.
A Commercial Architecture of Public Participation
As a shortlisted entry in Commercial '20, Tag-it Central also explores how commercial architecture can move beyond retail and consumption. The project proposes an economic model based on cultural production.
Graffiti artists are given designated spaces to create, test and exhibit work. The public can observe the process, participate in workshops and purchase artworks. This creates a marketplace around urban creativity while reducing the pressure on uncontrolled public tagging.
The building includes a sequence of spaces such as reception, archive collection rooms, performance areas, drying rooms, demonstration areas, graffiti studios, temporary rooms, cafés, public circulation zones and open exhibition surfaces. These spaces create a layered commercial environment that is part gallery, part workshop, part studio, part housing project and part public square.
The result is not a conventional commercial centre. It is a cultural infrastructure where the economic value of street art is connected to public benefit.
Housing Units and Graffiti Studio Sustainability
One of the most compelling features of the project is its integration of housing units with graffiti studios. The accommodation is not treated as a separate residential block. It becomes part of the creative ecology of the building.
The proposed one-person living unit includes a single bedroom, ensuite, private balcony and access to shared kitchen and living areas. This arrangement supports temporary residents, visiting artists, researchers or creative workers who are part of the graffiti ecosystem.
The housing units also demonstrate a clear sustainability strategy. The design uses a recycled pipework exoskeleton frame, reclaimed brick façade elements, removable graffitied louvered panels, external planting and climate-responsive envelope systems. These details show how the project combines expressive architecture with material responsibility.
Rather than hiding sustainability behind technical equipment, Tag-it Central makes sustainable systems visually and spatially present.


Climate-Responsive Façade Design
The façade analysis reveals how the building envelope performs as both environmental infrastructure and cultural surface. The façade includes multiple layers: metal scrim panels with planting, transparent solar panels, removable graffitied louvers, balconies, external decks and maintenance access.
The metal scrim panels support planting and help create a microclimate around the building. They provide natural shading from the south-facing summer sun while allowing filtered views during winter. These planted surfaces soften the industrial character of the structure and make the building more comfortable for residents, artists and visitors.
The removable graffitied louvered panels are especially significant. They act as shading devices, privacy screens and public art surfaces. Once marked, they can be removed, sold, replaced or reused. In this way, graffiti becomes part of the building’s adaptable skin.
This is sustainable urban design at an architectural scale: the façade is not static. It changes, performs, collects artwork, produces shade, supports planting and contributes to the building’s economic model.
Ventilation, Solar Energy and Healthy Studio Spaces
The technical section studies show that Tag-it Central is designed around environmental comfort and responsible studio operation. Graffiti production involves fumes, aerosols and chemical residues, so the building must address air quality carefully.
The proposal includes stack ventilation, operable pivoting windows, operable awning windows and mechanical extraction systems for graffiti fumes. These systems allow the studio spaces to remain active while reducing the health and environmental risks associated with spray-based work.
The building also uses transparent solar panels and a solar combined heat pump system. Thermal mass floors help regulate internal temperatures by absorbing heat during the day and releasing it later. These strategies reduce dependency on fossil fuels and create a more energy-conscious building.
The environmental design is not decorative. It is directly tied to the use of the building.
A Public Interface Along the City
The ground floor plan and long section show Tag-it Central as a permeable urban platform. The project connects to public circulation routes, canal-side activity, exhibition surfaces, food trucks, performance zones and graffiti billboards.
The section reveals a layered interior where public spaces, studios, accommodation and exhibition surfaces overlap. Graffiti is visible across multiple levels. Visitors can move through the project while seeing artists work, installations suspended in vertical voids and artworks displayed across the façade.
The project also introduces a graffiti labyrinth, open public space and flexible performance space. These elements transform the building from a closed institution into an active piece of public infrastructure.
Tag-it Central is therefore not just a building about graffiti. It is a building shaped by movement, visibility, exchange and urban life.
Reclaimed Materials and Circular Construction
Material reuse is central to the project’s sustainability agenda. The use of reclaimed brick, recycled pipework and removable façade components positions the building within a circular construction logic.
The reclaimed brick façade extends the life span of existing material while giving the architecture a strong urban texture. The recycled pipework exoskeleton provides structural expression and carries the industrial language of Berlin’s infrastructure. The removable louvers allow the façade to change over time, generating an ongoing cycle of production and replacement.
This approach gives the project a strong architectural identity. It does not rely on a polished, neutral aesthetic. Instead, it embraces roughness, layering, repair and adaptation. These qualities align directly with the culture of graffiti itself.
Graffiti as Cultural Infrastructure
The most valuable aspect of Tag-it Central is its refusal to simplify graffiti. It does not romanticise it as pure art, and it does not condemn it as pure vandalism. Instead, it treats graffiti as an urban condition that requires spatial intelligence.
By creating a supervised environment for instruction, experimentation, installation and appreciation, the project provides artists with legal and visible opportunities. By creating public spaces and sales platforms, it allows the wider community to engage with graffiti as a cultural product. By integrating housing, it supports a creative community. By using environmental systems, it links art to ecological repair.
The building becomes a mediator between the city, the artist, the resident, the visitor and the authority.
Why Tag-it Central Matters
Tag-it Central matters because it uses architecture to rethink an urban conflict. Many cities approach graffiti through removal, surveillance and punishment. This project proposes another route: transformation.
It imagines a commercial architecture that cleans, teaches, produces, houses and exhibits. It turns graffiti from a surface-level issue into a full architectural programme. It also expands the meaning of sustainable urban design by connecting ecological repair with cultural legitimacy.
In Berlin, a city already known for its creative and rebellious visual culture, this proposal feels especially relevant. It does not impose order by erasing difference. It builds a framework where difference can be productive.
