FROM FRAGILITY TO RESILIENCE: An Integrated Approach to Coastal Settlement on Kutubdia Island

· Background and Motivation
This thesis emerged from a concern shared by many coastal communities in Bangladesh: the gradual loss of land, homes, and security due to climate change. Among the country's vulnerable coastal regions, Kutubdia Island stood out because it represents a place where environmental change is no longer a future prediction but a present reality. Continuous erosion, cyclones, tidal surges, and sea-level rise are steadily shrinking habitable land and forcing people to relocate.
While migration is often discussed as a solution to climate vulnerability, it is not a realistic option for everyone. Many families depend on fishing, dry fish processing, boat crafting, and other livelihood systems that are deeply tied to the island. Economic limitations, social networks, cultural attachment, and place-based knowledge make relocation difficult or impossible for many residents. Kutubdia was therefore selected as the focus of this thesis because it raises a critical question: if people cannot leave the coast, how can architecture help them remain safely and sustainably where they already belong?
Rather than treating Kutubdia as a place destined for abandonment, this thesis explores how design can transform a highly vulnerable settlement into a resilient and adaptive community. The project seeks to demonstrate that resilience is not only about surviving disasters but also about protecting livelihoods, preserving social bonds, and creating opportunities for long-term development.
· Research Methods and Design Approach
The project combined literature review, precedent analysis, site investigation, spatial mapping, and design research. Existing studies on climate adaptation, coastal resilience, disaster-responsive housing, and settlement planning were reviewed to understand the environmental and social challenges faced by vulnerable coastal communities.
The research focused on Ward 6 of Ali Akbar Dail Union in Kutubdia Island. Site analysis examined settlement patterns, topography, environmental risks, circulation networks, community facilities, and livelihood activities. Special attention was given to fishing and sutki production because these activities shape both the local economy and the spatial organization of the settlement.
The design process adopted a multi-scalar approach, recognizing that resilience cannot be achieved through housing alone. Therefore, interventions were developed across three interconnected scales: settlement, cluster, and homestead. At the settlement level, protective landscape strategies such as raised safe zones, mangrove buffers, defensive canals, and elevated circulation networks were introduced. At the cluster level, housing groups and community spaces were reorganized to strengthen social cohesion and collective safety. At the homestead level, four housing typologies were designed to respond to different family structures while improving resilience through raised plinths, durable structural systems, and modular service cores.
An equally important component of the design was livelihood integration. Rather than separating economic activities from settlement planning, the project incorporated a three-level sutki processing system across homestead, cluster, and settlement scales, ensuring that disaster resilience and economic sustainability operate together.
· Outcomes and Findings
The research revealed that the vulnerability of coastal communities is not caused solely by environmental hazards. It is also influenced by weak infrastructure, fragmented settlement patterns, inadequate community facilities, and the disruption of livelihoods following disasters. Addressing only one of these issues provides limited long-term benefits.
The proposed design demonstrates that resilience can be significantly strengthened when ecological protection, housing, infrastructure, and livelihood systems are planned as an integrated framework. The introduction of mangrove buffers and canals reduces environmental risk, while raised safe zones and resilient housing provide physical protection. Community facilities and organized public spaces support social interaction and collective preparedness, while the livelihood infrastructure helps maintain economic stability during and after disasters.
A key outcome of the project is the transformation of the embankment from a purely defensive structure into an active economic corridor for sutki production. This integration of protection and productivity creates a more efficient and sustainable model of resilience.
· Conclusion and Broader Implications
The central conclusion of this research is that coastal resilience should not be understood as a single architectural solution but as a system connecting people, livelihoods, ecology, and infrastructure. Communities become resilient when protective measures are embedded within everyday life rather than activated only during emergencies.
Although developed for Kutubdia Island, the project proposes a broader framework applicable to many vulnerable coastal settlements in Bangladesh and beyond. By combining nature-based solutions, adaptive housing, community-centered planning, and livelihood support, the design offers an alternative to displacement-based approaches. Instead of asking communities to leave, it explores how architecture can help them remain, adapt, and thrive within their existing environment.
Ultimately, the project envisions a future where vulnerable coastal settlements are not defined by fragility, but by their capacity to adapt, recover, and sustain community life in the face of a changing climate.
