Espace Culturel: A Modular Approach to Urban Public Space Design in Paris
A modular urban public space design transforming Parisian rail corridors into layered cultural landscapes of activity, community, and adaptability.
In contemporary cities, the demand for inclusive, adaptable, and community-driven environments has intensified. The project Espace Culturel, developed by the Utah State University Landscape Architecture and Environmental Planning Department with Nicholas LeSchofs, addresses this demand through a strategic exploration of urban public space design. As a shortlisted entry in the Salut Paris competition, the proposal reimagines an underutilized linear rail corridor into a vibrant cultural landscape that bridges activity, ecology, and social interaction.


Reinterpreting the Urban Void
The project begins with a rigorous site analysis of the Parisian context, particularly the La Petite Ceinture corridor. Characterized by high population density and strong public transportation connectivity, the site reflects a duality of urban conditions: active edges defined by movement and commerce, and passive interiors shaped by quiet residential life.
This contrast becomes a central design driver. Rather than homogenizing the space, the proposal strategically organizes it into active and passive zones, allowing the coexistence of diverse urban behaviors. The result is a nuanced spatial gradient that reflects the rhythms of the surrounding city.
A Kit-of-Parts Strategy for Urban Flexibility
At the core of this urban public space design is a modular kit-of-parts system. Instead of imposing a rigid architectural form, the project deploys a flexible assembly of decks, canopies, stairs, and lightweight structures.
This system operates on three key principles:
- Adaptability: Elements can be reconfigured over time to accommodate evolving community needs.
- Scalability: The design can expand or contract depending on programmatic intensity.
- Cost-efficiency: By utilizing existing site conditions and simple materials, construction and maintenance costs are minimized.
Materials such as existing concrete, timber, native vegetation, repurposed shipping containers, and metal grating reinforce the project's commitment to sustainability and resource efficiency. Importantly, the design avoids heavy excavation, instead working with the site's existing topography to create layered spatial experiences.
Active Zones: Cultural and Social Infrastructure
The eastern portion of the site is conceived as an active urban interface, designed to host high-energy programs and collective activities. This includes:
- A community bread and pizza oven
- A flexible stage for performances and gatherings
- Market spaces supported by repurposed containers
- Open plazas with shade structures and planting systems
These interventions transform the site into a dynamic social condenser, encouraging participation from both local residents and visitors. The layering of decks and elevated platforms introduces varied viewpoints, enhancing visual connectivity and spatial engagement.
Passive Zones: Landscape and Reflection
In contrast, the western side of the site transitions into a passive landscape environment. Here, the design prioritizes slower, contemplative activities such as walking, gardening, and informal socialization.
Key features include:
- Community gardens for local food production
- Meadow-like open spaces for unstructured use
- Terraced seating integrated within planting zones
- Art installations embedded within the landscape
This quieter zone provides ecological and psychological relief within the dense urban fabric, reinforcing the importance of balance in urban public space design.


Connectivity as a Spatial Framework
A defining characteristic of the project is its emphasis on connectivity. The linear site is stitched together through a network of primary and secondary pathways, ensuring accessibility for all users, including pedestrians and pet owners.
Bridges, decks, and elevated walkways cross existing rail lines, creating vertical and horizontal connections that enhance movement and visual continuity. These interventions not only improve circulation but also frame unique perspectives of the site, transforming infrastructure into experiential architecture.
Cultural Layering and Identity
The project draws inspiration from Parisian cultural values, referencing concepts such as Liberté and Égalité, while embedding local identity through programming and material choices. The integration of La Recyclerie and surrounding urban elements further strengthens the cultural narrative.
By combining food, art, performance, and landscape, the design establishes a multilayered cultural platform that operates throughout the day and night, positioning the site as a continuously evolving public destination.
Jury Insights: Strengths and Critique
The project received critical feedback from the jury, offering valuable insight into its strengths and limitations within the discourse of urban public space design.
Rachel Luchetti noted that the proposal is "not universally accessible and lacks depth of critical thinking", pointing to the need for a more inclusive and theoretically robust framework.
Fuensanta Nieto, however, highlighted a key strength, stating that "the intention of connecting to the city through platforms that allow perception of the new space from the city level" is particularly valuable. This reinforces the project's success in establishing visual and spatial relationships between the intervention and its urban context.
Toward a Resilient Urban Future
Espace Culturel exemplifies a contemporary approach to urban public space design that prioritizes flexibility, sustainability, and community engagement. By working with existing infrastructure rather than against it, the project demonstrates how underutilized urban corridors can be transformed into productive, inclusive, and culturally rich environments.
Its modular logic, combined with a clear spatial hierarchy of active and passive zones, offers a replicable model for cities facing similar challenges. While further refinement is needed to address accessibility and conceptual depth, the proposal succeeds in framing public space as a living system, capable of adaptation and growth.
