Located in the historic heart of Biot, France, the Biot Municipal Building Extension by Atelier EGR exemplifies a sensitive and innovative approach to civic architecture. Completed in 2021, the 1,000-square-meter extension harmoniously integrates contemporary design with the town’s cultural and topographical heritage, creating a seamless dialogue between the Saint-Roch Chapel, the surrounding landscape, and the civic functions housed within.

A Subterranean Intervention Rooted in Context

Rather than imposing a visible mass within the town center, Atelier EGR opted for a subterranean architectural strategy. The extension is positioned beneath the existing level of the public square, preserving the visual integrity of the historic center. This deliberate choice allows the new building’s roof to act as a natural extension of the square, functioning as an elevated public belvedere that offers sweeping views over the Biot valleys and the broader landscape.

A Civic Axis Framing Heritage and Landscape

At the core of the intervention is a clear architectural gesture that redefines the public realm. The roof—essentially a horizontal civic platform—establishes a new urban horizon that visually and spatially connects the Saint-Roch Chapel with the natural landscape beyond. The roof plaza, paved to match the public square, draws pedestrians toward the landscape while celebrating the chapel as a historic anchor and symbolic beacon of Biot.

At the far end of the platform, an elevator tower emerges as a modern campanile, subtly mirroring the chapel’s vertical presence. This vertical circulation core links the historic town center with the Bâchettes parking level below, ensuring universal accessibility while creating a landmark visible from various vantage points around Biot.

Interior Design: Light, Rock, and Civic Clarity

The interiors of the municipal extension prioritize material authenticity and connection to place. Within the main meeting room, a rear patio reveals the natural rock outcrop that underpins the Saint-Roch Chapel, reminding users of the site’s deep geological and historical layers. The interior spaces are suffused with natural light through carefully placed windows and courtyards, which maintain visual continuity with the exterior public realm and invite the surrounding textures of the old town into the civic environment.
