The Forum am Seebogen Apartments, designed by heri&salli, exemplifies a visionary approach to contemporary urban living in Vienna’s new Seestadt district. Winning the concept competition for a “Townhouse open to different usages,” heri&salli collaborated with Paisagista Liz Zimmermann for landscape architecture, Strobl Bau GmbH for construction, and art:phalanx-agency for cultural programming. Together, they developed a heterogeneous urban complex where living, working, and cultural exchange create a fruitful symbiotic relationship.


A central feature is the permeable podium zone, designed as a multifunctional forum that serves both public and semi-public functions. This ground-floor area acts as a cultural platform for artists and creative professionals, providing temporary exhibition spaces, interactive outdoor city models, and a lively venue for IBA_Wien 2022 events. Its flexible programming encourages engagement, dialogue, and community interaction, while seamlessly connecting to the lakeside promenade.



Upper floors showcase modular housing typologies, combining prefabricated modules that allow diverse configurations. Residents can personalize their spaces with extensions, terraces, and adaptable units suitable for micro-offices, mini-labs, or shared infrastructure. The top floor integrates large activity-based working areas, further enhancing the complex’s multifunctional character.


The project emphasizes modular system design, demonstrating how high-quality, adaptable living spaces can be delivered efficiently and cost-effectively. Its innovative approach merges affordable housing, flexible urban design, and cultural infrastructure, setting a benchmark for future mixed-use developments in Vienna and beyond.
